Regulating new technologies in road vehicles

To ensure that the development of automated vehicles is going in a desirable direction for the society, the Swedish Transport Agency needs to improve its knowledge on how the regulatory instruments can be further developed. It needs to ensure that the transport-political and other objectives are achieved without inhibiting the innovation and technology development. In particular, an in-depth understanding of how the Swedish Transport Agency should set requirements and verify the technology in vehicles from a safety perspective is needed. 

This project investigates how the current regulatory processes facilitate automated transportation system and how these processes may need to evolve to address the dynamic technological development in the area. In particular, we aim at developing an understanding of how the Swedish Transport Agency could define and verify requirements on new (and updated) systems in vehicles from a safety perspective without inhibiting the innovation. A system perspective is, however, important as the road traffic system is a complex socio-technical system and its change and development is influenced by the interaction between people, technology and organizations. 

The project focuses on identifying:

  • general theories for definition of requirements on technology in automated vehicles,
  • how these requirements could be verified, and
  • how the short-term as well as the long-term follow-up of these requirements should be carried out.
